The College Development Council of Mahatma Gandhi University has been functioning as a policy-making body with regard to proper planning and integrated development of affiliated colleges since its inception on 15.02.1990.

The College Development Council has been keeping close contact with the colleges with a view to help them get included under Section 2(f) and 12B of University Grants Commission Act, 1956, thereby rendering them eligible to receive developmental assistance. At present, there are 70 affiliated colleges under this University eligible to receive developmental assistance from the University Grants Commission (UGC).

The College Development Council is constantly monitoring the utilization of building grants sanctioned to the colleges by the UGC. The construction of buildings such as Women’s Hostels, Laboratories, Classrooms etc. are in progress in various colleges affiliated to the University.

FACULTY DEVELOPMENT PROGRAMME

With a view to provide opportunities to the college teachers for keeping themselves abreast with advanced developments in their fields of study and research, the UGC provides Teacher Fellowships of one year duration for M Phil and 2 years duration for completing Ph D. The Director personally attends the Selection Committee Meetings for Faculty Development Programme conducted in various Colleges for the selection of eligible teachers for doing Ph D under the XII Plan. Of the applications received, 135 eligible applicationswere forwarded to UGC-SWRO, Bangalore for the award of Teacher Fellowships.  Of the applicants 129 have already been awarded Teacher Fellowships.  Sanction letters are expected in the case of the remaining applicants. In June 2015 the Office of the Director, College Development Council invited applications from eligible teachers for considering their candidature for the award of Teacher Fellowships under the Faculty Development Programme of the UGC during the XII Plan. 59 Applications  have been received and the Selection Committee meeting is scheduled from 18th September 2015.

Appointment of around 167 FIP substitute lecturers (with NET qualification) has also been approved by the University in this connection.  Applications for extension of Teacher Fellowships under Faculty Development Programme  received from 44 teachers have been forwarded to UGC and all of them had been granted extension of Fellowship.

MINOR RESEARCH PROJECTS

Altogether 1170 teachers from affiliated colleges submitted their proposals for the award of Minor Research Project during 12th plan period. The proposals, after verification, were recommended and forwarded to the South Western Regional Office of the UGC for consideration. In 2015 the UGC has directed the Colleges to submit proposals for Minor Project online. Hence the no. of Minor Projects forwarded during this Academic year cannot accurately be enumerated.

MAJOR RESEARCH PROJECTS

The proposals from around 45 teachers of affiliated colleges were forwarded to UGC, New Delhi through the office of the Director, College Development Council for consideration.

SEMINARS/CONFERENCES/WORKSHOPS

Almost all the colleges coming under Section 2(f) and 12B of the UGC Act, 1956 submitted their proposals for financial assistance from the UGC for the conduct of International / National / State Level Seminars / Conferences / Workshops. The proposals after careful verification were recommended and forwarded to the, UGC SWRO, Banglore. The Duty /Participation Certificates related to various National/State level Seminars/ Workshops/Conferences etc. are being approved by the Director, College Development Council. In the previous year (ie, 2014) Duty /Participation Certificates for about 122 Seminars sponsored by UGC and around 5 Seminars not sponsored by UGC were issued from this office. Certificates to the Seminars/Workshops conducted by Self-financing Colleges were also issued by the Director, College Development Council on payment of Rs.30/-per Participation Certificate.

DEVELOPMENT ASSISTANCE

In response to the letter inviting proposals for financial assistance under Under-graduate / Post-graduate assistance / Development assistance of the UGC a number of colleges submitted applications for onward transmission to the UGC after recommendation. The proposals were carefully verified and forwarded to the UGC.

CAREER ORIENTED ADD-ON PROGRAMME

About 20 colleges applied for financial assistance for starting career oriented programme and the applications were recommended and forwarded to the Secretary, University Grants Commission, and New Delhi. The applicant colleges are receiving sanction letters in this regard from the UGC. At present 28 colleges are conducting Career Oriented Programme utilizing the financial assistance from the UGC. The office of the DCDC convenes General meetings and Core committee meetings of Course coordinators at regular intervals. The meetings discussed matters such as syllabus and scheme of the courses offered under various faculty and suggested certain modifications in tune with the UGC guidelines in this regard. The certificates in respect of the candidates who take courses under this programme are being approved by the Director, College Development Council.

COLLEGES WITH POTENTIAL FOR EXCELLENCE

To strengthen the under-graduate and post-graduate education in colleges across the country and drive the colleges towards excellence the UGC introduced a scheme entitled Colleges with Potential for Excellence (CPE) during the X and XI Plan period. During the X and XI Plans 08 colleges affiliated to this University were entitled Colleges with Potential for Excellence. In order to forward the proposal from the above 8 Colleges for getting the financial assistance in phase II and phase III of the scheme of CPE, the Director, and College Development Council conducted physical verification of the official records kept in the colleges.During 2015 proposals of 9 Colleges were forwarded to UGC.

EVALUATION OF CONSTRUCTION OF WOMEN’S HOSTEL

In order to conduct ‘On the Spot Evaluation of Women’s Hostels constructed with the financial aid of UGC, an Expert Committee has been constituted including a UGC Nominee, CPWD Engineer, an Academician and Director, CDC as Nodal Officer of the Committee. The Expert Committee physically visited the Women’s Hostel constructed with UGC aid in 19 Colleges and verified the documents kept in the institution. The final instalments of the financial aid will be sanctioned to the Colleges by the UGC only on the basis of the report of the Expert Committee.

GENERAL DEVELOPMENT ASSISTANCE

Almost all the Colleges coming under Section 2 (f) and 12B of UGC Act, 1956 under our University submitted their proposals for Financial Assistance from UGC under General Development Assistance for the construction of Buildings in the Colleges. The proposals were recommended and forwarded to UGC SWRO, Bangalore.

SKILL DEVELOPMENT PROGRAMMES

The 12th five year plan has laid a special emphasis on expansion of skill-based programmes in higher education. UGC has therefore introduced the Schemes for Community Colleges, B Voc. Courses in Colleges and KAUSHAL in Colleges the proposals for the courses are forwarded through DCDC Office.

MISCELLANEOUS

In addition to the above, issuance of ‘Certificate of inclusion of Colleges under 2 (f) of UGC Act 1956’, nomination of University Representatives on the Building Committee of Colleges etc. are also being conducted in the Office of the Director, College Development Council. The University conducted a University sponsored Faculty Development Programme (Inter-Disciplinary ) of Two Weeks duration from 30th August to 12th September 2015 for the Faculty of University / Affiliated Colleges.
